OSM/VISTA Becky Parham is currently serving with the Victor DREAM Team in Victor, CO. The acronym DREAM stands for Downtown Revitalization and Economic Acceleration Movement. Being a Victor native, Becky has intimate understanding of the community's unique identity and cultural history, and was integral to the founding and success of the DREAM Team.

She previously served as an AmeriCorps Promise Fellow in 2003 in the Cripple Creek-Victor area for the Community of Caring Foundation where she assisted Spanish Speaking Families access to community resources. Becky has continued to pursue opportunities that increase the quality of life in her community such as organizing community events and making Victor's downtown more aesthetically pleasing as an Office of Surface Mining VISTA for the Western Hardrock Watershed Team.

Becky has spent the past two years as a VISTA with the Town of Victor focusing on building partnerships between stakeholders in the community to support economic redevelopment efforts. Victor has a rich mining heritage that has built the identity of the community, yet its residents struggle to preserve their identity while striving to enhance the appearance and usability of the town. Becky has led the Town of Victor's DREAM team to create opportunities for the town to celebrate its rich heritage while creating an atmosphere that will attract economic development. Becky also has worked to identify historic mining issues related to environmental stewardship, such as abandoned mine reclamation, and helped her community gain access to mitigation resources.

For her and the communities' hard work, the town of Victor was awarded the Governor's Award for Downtown Excellence in "Best Facade Improvement" for 2012 as well as the Teller County Cares Volunteer Recognition award in the category of "Special Services Award". The Victor DREAM and Main Street Program are hoping to advance to the next level of becoming an official Main Street Community under Department of Local Affairs Main Street Program.
